Description
Under the supervision of the Health Manager, the clinical officer (RH) will ensure delivery of quality maternal and newborn health care to all patients in the hospital and work closely with other staff in maternity department providing support and guidance.
Responsibilities
- Ensure delivery of Family Planning (FP) and Post-Abortion Care (PAC) services.
- Monitor and improve FP services among women of reproductive age (WRA), including timely reporting and ordering of commodities.
- Coordinate cervical cancer screening and implement strategies to reduce induced abortions.
- Identify and address training needs for SRH providers and community health workers.
- Assist in developing training plans for CHWs, Safe Motherhood Promoters, and RH Assistants.
- Ensure accurate record-keeping, data quality, and regular reporting.
- Track SRH indicators and update indicator boards.
- Monitor and report on Electronic Medical Records (EMR) for SRH modules.
- Prepare donor and program reports, highlighting best practices and lessons learned.
- Monitor availability of essential drugs, RH supplies, lab tests, and outreach materials.
- Ensure proper utilization of IRC-issued supplies for RH and FP programs.
- Conduct support supervision and facility assessments for MNH services.
Program activities
- Ensure patient management is in line with the set MOH, WHO and UNHCR guidelines and protocols.
- Attend to maternal and newborn health emergencies.
- Ensure proper and accurate documentation of patient management in patient in the EMR.
- Assist in surgical procedures such as elective and emergency obstetric cases.
- Operate the special high risk pregnancy outpatient clinic.
- Recommend timely referrals for both obstetric/gynecological related Emergency and elective cases to secondary and tertiary care centers.
- Organize and facilitate targeted RH related Continuous Medical Education (CME) sessions within the department.
- Take lead in ensuring the work improvement teams (WITs) are institutionalized in the maternity and are working.
- Attend and participate in the daily morning hospital handover and bi-weekly hospital meetings.
- Participate in maternal and perinatal mortality and near-miss audits to improve quality of care for patients.
- Participate in the periodic Quality of Care Assessments.
- Conduct periodic and scheduled skills gap assessments for maternity nurse/midwives and provide targeted supportive supervision/coaching on maternal, newborn, sexual and reproductive health competencies.
- Information sharing: Regularly share and discuss timely, accurate and relevant information with communities about; access and eligibility to services, expected staff behavior, and community feedback, safeguarding mechanisms and how to use them.
- Feedback Collection and reporting: Promote the formal feedback mechanisms to capture, monitor, respond to, and act on feedback and complaints from communities by documenting feedback received from the community through informal interactions, observations, and focus group discussions.
- Reporting community needs, preferences, and feedback to managers and client responsiveness focal persons.
Reporting and Coordination
- Assist in preparation of periodic progress reports as requested by the HM.
- Monitor closely the maternal and newborn health related morbidity and mortality trends to ensure that prompt actions are taken.
- Work with the maternity team to ensure maternity specific MPDSR action points are tracked and actioned in time.

Carry out other relevant duties as may be required or assigned by your supervisor.

Qualifications
- Diploma in clinical medicine from a recognized institution.
- Higher diploma in reproductive health from a recognized institution.
- Must be registered with clinical officer council of Kenya and have a valid practicing license.
Required Experience & Competencies
- Knowledge of good clinical practice concepts.
- Excellent training, supervision, and facilitation skills.
- Excellent planning, organization, and interpersonal skills.
- Excellent communication skills (writing, reading, and presenting) in English and Swahili.
- Basic computer application skills (MS word, excel, power-point).
- Self-driven and a team player, flexible and culturally sensitive.
- At least 3 year of reproductive health related working experience in a busy hospital.
