Description

he purpose of this consultancy is to design, strengthen, and operationalize a comprehensive Monitoring and Evaluation (M&E) system that enhances evidence-based decision-making, organizational learning, and results-based management within Kituo Cha Sheria. The consultant will play a critical role in establishing a unified approach to tracking the effectiveness, efficiency, and impact of Kituo’s programmes and interventions across all thematic areas.

This consultancy aims to ensure that all programmes are guided by reliable data, measurable indicators, and clear performance standards that align with
the organization’s strategic objectives. The consultant will work closely with the Executive Director, management, and programme teams to develop and
institutionalize M&E tools, guidelines, and reporting mechanisms that promote transparency, accountability, and continuous learning.

Furthermore, the consultant will support the capacity building of Kituo’s staff, interns, and volunteers to enable them to effectively apply M&E tools and principles in their day-to-day work. Through this process,Kituo Cha Sheria seeks to strengthen its institutional capacity to generate credible data, demonstrate impact to partners and donors, and improve programme design and delivery based on evidence and lessons learned.

Responsibilities

Objectives of the Assignment

The main objective of this consultancy is to develop and implement a functional and sustainable Monitoring and Evaluation (M&E) system that enhances Kituo Cha Sheria’s ability to measure, analyze, and communicate its performance and impact effectively. The consultancy will ensure that monitoring and evaluation become integral parts of programme planning, implementation, and reporting across all levels of the organization. Specifically, the assignment seeks to achieve the following objectives:

  • Develop and institutionalize an organization-wide M&E framework that aligns with Kituo Cha Sheria’s strategic plan, core programmes, and donor reporting requirements. The framework should include well-defined indicators, baselines, targets, and data collection methodologies for each thematic area.
  • Strengthen Kituo’s internal M&E capacity by building the skills and competencies of staff, interns, and volunteers to conduct effective monitoring, evaluation, and learning processes. This will include training sessions, coaching, and the development of practical tools and guidelines.
  • Establish efficient data collection, analysis, and reporting systems to ensure that programme results are tracked consistently and reported accurately to management, donors, and other stakeholders.
  • Promote evidence-based decision-making by ensuring that information generated through M&E processes is regularly analyzed, discussed, and used to improve programme design, planning, and implementation.
  • Enhance accountability and organizational learning by documenting lessons learned, best practices, and success stories that demonstrate Kituo’s
  • impact and inform future programming.
  • Integrate digital solutions and data management tools that improve efficiency, accessibility, and accuracy of information for monitoring and evaluation purposes.

Scope of Work / Key Responsibilities

  • The Monitoring and Evaluation (M&E) Consultant will be responsible for leading the design, development, and implementation of a comprehensive M&E system that strengthens data-driven decision-making across all Kituo Cha Sheria programmes and operations. The assignment will be both strategic and hands-on, requiring close collaboration with management, departmental heads, programme officers, and other staff members. The consultant will be expected to undertake the following key tasks and responsibilities:

Institutional Review and Assessment

  • Conduct a comprehensive assessment of Kituo’s existing M&E tools, frameworks, and reporting systems to determine their relevance, efficiency, and effectiveness.
  • Review strategic documents, project proposals, donor reports, and performance indicators to identify gaps and areas forimprovement.
  • Map existing data collection practices and reporting channels across all programmes to assess consistency and data reliability.
  • Provide an analytical report outlining findings, challenges, and recommendations for strengthening Kituo’s institutional M&E system.

Development of M&E Framework and Tools

  • Design and develop an organization-wide Monitoring and Evaluation Framework that aligns with Kituo’s strategic plan and programme objectives.
  • Develop logical frameworks (log frames) and indicator matrices that define inputs, outputs, outcomes, and impact indicators for all thematic areas.
  • Create standard M&E tools and templates, including data collection forms, reporting formats, and performance dashboards.
  • Establish clear data flow processes and reporting timelines to ensure consistent data management and accountability.
  • Develop a system for baseline data collection and performance tracking to measure progress over time.

Data Management and Reporting Systems

  • Introduce or refine a centralized data management system, integrating both manual and digital tools for collecting, storing, and analyzing data.
  • Develop protocols for data verification, analysis, and storage to ensure accuracy, confidentiality, and integrity.
  • Support programme teams in setting up regular data collection routines and ensuring timely submission of reports.
  • Generate periodic analytical reports summarizing key findings, trends, and performance indicators to inform management and donor reporting.

Capacity Building and Institutional Strengthening

  • Conduct capacity-building workshops for Kituo staff, interns, and volunteers to enhance their understanding of M&E concepts, tools, and reporting procedures.
  • Develop easy-to-use M&E training manuals or guides tailored to Kituo’s operational context.
  • Provide continuous mentorship and technical support to staff on data collection, analysis, and utilization of M&E findings.
  • Support the integration of M&E roles and responsibilities into existing job descriptions to enhance accountability.

Learning, Accountability, and Knowledge Management

  • Facilitate learning and reflection sessions to ensure M&E findings inform programme adjustments and future planning.
  • Document and share lessons learned, best practices, and success stories for internal learning and external communication.
  • Establish mechanisms for feedback and stakeholder engagement, ensuring that beneficiaries, partners, and staff contribute to the evaluation process.
  • Promote a culture of results and continuous learning, where evidence is routinely used to improve programme quality and organizational effectiveness.

Qualifications and Experience

The ideal candidate for this assignment should meet the following qualifications, experience, and competencies:

Academic Qualifications:

  • A Master’s degree in Monitoring and Evaluation, Project Management, Development Studies, Statistics, Social Sciences, or other related fields.
  • A Bachelor’s degree in a related discipline will be considered with sufficient professional experience.

Professional Experience:

  • Minimum of five (5) years of proven experience in developing and managing M&E systems in non-governmental or development organizations.
  • Demonstrated experience in designing logical frameworks, performance indicators, and data collection tools.
  • Proven ability to conduct evaluations, baseline surveys, and impact assessments.
  • Familiarity with donor-funded programme requirements and results-based management principles.

Technical Skills:

  • Strong analytical and data management skills, including proficiency in M&E software (e.g., Excel, SPSS, Power BI, Kobo Toolbox, or DHIS2).
  • Knowledge of qualitative and quantitative data collection and analysis methodologies.
  • Excellent report writing, presentation, and facilitation skills.
  • Strong organizational and communication abilities, with the capacity to work collaboratively and independently.
