Description

The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Urban Economy Branch of UN-Habitat has the mandate to promote local capabilities of local go.

Responsibilities

  • Budget and finance support: Assists with review of grant budgets and programme support cost (PSC) rates to identify non-compliance and propose corrective measures; Reviews all grants created in the period to ensure they have adequate supporting documentation; Assists in review of outstanding implementing partner balances and liaising with respective offices and divisions for timely clearance; Liaises with Project Management Officers (PMOs) and Project Management Assistants to implement actions identified by the status of allotment reports;
  • Assists with preparation of receipts for earmarked and non-earmarked voluntary contributions; Co-ordinates with other finance staff for troubleshooting and responding to enquiries in respect to relevant financial matters; Assists with preparation of quarterly and monthly financial reports; Assist with finalization of financial statements; Assists with review of Umoja financial transactions, commitments, and pre-commitments to ensure timely liquidation of commitments for compliance with IPSAS reporting.
  • Audit support: Assists with the review of old and new observations and recommendations of the Office of Internal Oversight Services (OIOS), the Board of Auditors (BOA) and the Joint Inspection Unit (JIU) for implementation and closure; Assists with work relating to the Statement of Internal Control and annual self-assessment questionnaires and improvement of internal controls; Assist with follow up of compliance matters arising from the weekly status of allotment report.
  • Others: Supports in the implementation of a knowledge management system in the Unit; Supports the participation of MACS at the Executive Board with notetaking; Undertakes any other duties as may be assigned during the internship programme.

Qualifications/special skills

  • Applicants must at the time of application, meet one of the following requirements:
  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher),
  • Be enrolled in the final academic year of a first university degree program (minimum Bachelor's level or equivalent),
  • Have graduated with Bachelor's degree, Masters, PhD or equivalent. Be computer literate in standard software applications (Microsoft Office Suite).
  • Have demonstrated a keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter. Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which includes a willingness to try and understand and be tolerant of differing opinions and views. Preferred areas of study: Finance, Auditing, Accounting, Public Administration and related areas.
  • Applicants to the UN Internship Programme are not required to have professional work experience. However, a field of study that is closely related to the type of internship that you are applying for is required.

Housing Policy and Housing Solutions Expert

Duties and Responsibilities

  • To support the delivery of Output 3.2 and 3.3, the Housing Policy and Housing Solutions Expert, under the overall coordination of the Head of Programmes, Somalia Programme, and the direct supervision of the assigned IDSF Project Manager, he/she will provide technical support to the drafting of the National Housing Policy and deliver a Catalogue for Best Practice Housing Solutions for Somalia in close collaboration with assigned project team members through the following activities and deliverables:
  • Develop the Catalogue for Best Practice Housing Solutions for Somalia: Conduct desk research, data collection, evaluations, and analysis of existing housing programs to identify successful practices that effectively address the needs of displaced communities.
  • Draft outline of the Catalogue for Best Practice Housing Solutions for Somalia Develop criteria for selection of best practices Prepare a mission plan Develop a Catalogue of Best Practices Housing Solutions: Research and identify context-specific, scalable, and sustainable solutions as best practices in housing, settlement, and land development, and land value capture towards financeable, integrated, area-based, mixed-use, and community-driven developments in housing and land.
    • Conduct missions for stakeholder meetings and site visits in Somalia to collect data and for research, as necessary Document the identified best practices and case studies into a Catalogue for Best Practice Housing Solutions for Somalia, and include description, year, implementation methodologies, impacts, lessons learned, photos, drawings, and cost per housing solution Prioritize selected solutions for upscaling and prepare a proposed implementation action and roadmap with estimated costs and required contributions, which shall be embedded in the catalogue
    • Review and edit the Catalogue based on UN-Habitat’s comments Submit a final version of the Catalogue for layout and print to UN-Habitat Develop a strategy to promote best practices through collaboration with national stakeholders.
    • Support the MoPWRH in designing, preparing, and organizing a forum to showcase the Catalogue of Best Practices in Housing Solutions and present the identified housing best practices, as well as discuss strategies for upscaling. The forum will be carried out under an agreement of cooperation that UN-Habitat signed with the MoPWRH.
    • The forum’s objective is to present the Catalogue for Best Practice Housing Solutions for Somalia as a key result of this consultancy. Support the Ministry of Public Works Reconstruction and Housing (MoPWRH) in developing, drafting, and delivering the National Housing Policy Draft and supporting the consultative and drafting process: Participate in the working sessions of the Housing Technical Advisory Committee (HAC) led by MoPWRH, and provide technical support, data, materials, research, and analysis to support the Committee in its deliverables: Roadmap for the Housing Policy Development Process Stock taking on available Data on Housing and on best practices (nationwide)
    • Analysis of the housing legal framework with recommendations for the Draft Housing Policy Support the regional consultations in the federal member states, provide input to the agendas, and provide support with thematic presentations.
    • Provide substantial technical inputs, lead, and review to the consultative and drafting process of the Draft 0 National Housing Policy in close cooperation and consultation with the MoPWRH focal points: Provide substantial inputs to the drafting of the National Housing Policy
    • Qualifications/special skills

      • Advanced university degree (Master's or equivalent) in Urban Planning, Housing Development, Public Policy, Architecture, Social Sciences, or related fields. A first-level university degree combined with proven qualifying experience may be accepted instead of an advanced degree.
      • Minimum of 7 years of professional experience in housing policy development, urban planning, or related fields is required Demonstrated experience supporting government ministries or agencies in developing national or regional housing or urban policies in the African context is required.
      • Prior work in conflict-affected, displaced, or informal settlement contexts, particularly among the urban poor, with an understanding of pro-poor and inclusive housing approaches, is highly desirable.
      • Proven track record in developing technical reports, policy documents, research, and reports for housing and land solutions is desirable Experience in implementation with the UN or other international agencies is desirable.Ensure inputs to the National Housing Policy have a pro-poor focus on IDPs and urban poor Provide inputs to the proposed roadmap and framework for the implementation of the policy Support planning and participate in the National Consultation of the 0 Draft policy and the final validation workshop with all stakeholders in Mogadishu.
