Description

In consultation with UNEP and ACCESS consortium partners, the consultant will deliver the following activities: Activity 1. Develop a comprehensive Gender Action Plan (GAP) and MEL for the ACCESS project (to be integrated into the project wide MEL and develop a GAP for each country project (Argentina, Brazil, Colombia, Ecuador, Mexico and Peru) – in Spanish and English. Activity 2: Create a knowledge product and deliver capacity building on the intersection of gender, transport and digitalisation with case studies and technical insights, as well as key lessons and practical applications - showcasing the ACCESS project to an external audience (in Spanish and English). The consultant will ensure that all elements of the activity and all products developed under the contract incorporate an intersectional perspective (as detailed earlier in this ToR). In order to acknowledge and demonstrate that experiences are not uniform, and are shaped by multiple, overlapping aspects of identity and vulnerabilities. Activity 3: In consultation with UNEP and ACCESS consortium partners, provide technical expertise to mainstream practical gender, equity, and intersectionality into the ACCESS project (4 output areas) through: development and guidance on and peer review of ACCESS activities and outputs (e.g., reports, toolkits, guidelines, pilot project documentation), identification of project synergies and replication potential, review and updating of the ACCESS project monitoring, evaluation and learning (MEL) framework and tracking and reporting. Sharing of expertise and insights through ACCESS forums such as working groups, output meetings, steering committee, community of practice, etc.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making the building of corresponding activities. The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division and promotes sustainable and low & no-emissions transport in low and middle-income countries around the world through projects and programmes for Fuels and Vehicles, Electric Mobility, Active Mobility and Transport Digitalisation, and the Partnership for Clean Fuels and Vehicles project. The Sustainable Mobility Unit (SMU) seeks a consultant with technical knowledge and practical expertise in sustainable mobility, gender, equity, intersectionality and “leave no one behind principles” to support gender and equity responsive planning and delivery in our flagship project : ACCESS: Accelerating Access to Low Carbon Urban Mobility Solutions through Digitalization project funded by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety focuses on integrating digitalization policies and tools into transport systems to reduce emissions and promote inclusivity across Latin America. The consultant will ensure gender and equity and intersectionality is comprehensively integrated into the project's implementation with a particular focus on leveraging digital solutions and provide technical advisory services to the project on sustainable mobility and digitalisation. SPECIFIC RESPONSIBILITIES In close consultation with focal points from the UNEP Sustainable Mobility Unit, the UNEP Gender team and the wider ACCESS group of consortium partners, the consultant will be responsible for the following activities: Activity 1. Develop a comprehensive Gender Action Plan (GAP) — a strategic framework identifying gender gaps, actions, responsibilities and indicators to ensure gender equity and mainstreaming across project activities — including a Monitoring, Evaluation and Learning (MEL) framework — which sets out how project progress, outcomes and lessons will be tracked, measured, and adapted — for the ACCESS project, to be integrated into the project-wide MEL system. In addition, develop a GAP for each country project (Argentina, Brazil, Colombia, Ecuador, Mexico and Peru) Documents to be prepared in in Spanish and English, and for Brazil in English only (to be translated into Portuguese by the consortium team). The Project GAP and country GAP’s will include: 1. A mapping of gender and equity policies and requirements of the donor - IKI (International Climate Initiative), UNEP, and other consortium partners. 2. A state of the art for each country to identify the baseline status in relation to gender and equity in transport and digitalisation. 3. Practical and measurable gender and equity objectives and practical and actionable recommendations for mainstreaming gender in the ACCESS country work packages and across the ACCESS outputs (pilots, sub-national frameworks, national frameworks and regional). 4. A monitoring, evaluation, and learning (MEL) framework to track progress and impact-integrated into the wider ACCESS MEL framework. 5. Clear consideration of recommendations for ensuring inclusive participation and benefits for women and marginalized /vulnerable groups. 6. Clear consideration throughout to ensure the project and country GAPs are inclusive and intersectional, taking into account the experiences and needs of women, men, girls, boys, and persons of diverse identities, persons with disabilities, indigenous peoples, refugees and migrants, LGBTQIA+ persons, older persons, youth, and those living in poverty or otherwise socially or economically disadvantaged. This activity will also include: 1. Organising working and feedback sessions with UNEP and the ACCESS consortium partners and relevant local and national stakeholders to integrate inputs and validate the individual GAP – to ensure the GAPs are developed through a co-creation model. As well as with Gender Thematic group of SoMos LAC Community of Practice. 2. Developing and delivering training materials, online training sessions and provide advisory services for ACCESS consortium partners (internal project focused) and support development of deliverables, to support then effectively implementing the GAPs. Activity 2: Create a knowledge product and deliver capacity building on the intersection of gender, transport and digitalisation with case studies and technical insights (showcasing the ACCESS project)- in Spanish and English. The consultant will ensure that all elements of the activity and all products developed under the contract incorporate an intersectional perspective (as detailed earlier in this ToR). In order to acknowledge and demonstrate that experiences are not uniform, and are shaped by multiple, overlapping aspects of identity and vulnerabilities. This will include: 1.Designing and consulting on the structure of the knowledge product and capacity building 2. Development of the knowledge product and capacity building materials (slides, case studies, videos, supporting materials, etc) 3. Delivery of the capacity development through a series of webinars, training workshops or similar forums: a. Should be in both Spanish and English b. Should be guided by the ACCESS capacity development guide and scope of the knowledge and learning platform. c. Should incorporate feedback from UNEP and ACCESS consortium partners d. Can be delivered in online and hybrid formats This will be done in the following stages 1. Phase 1 - Scoping & Focus Setting: Define objectives, identify target audiences, prepare an initial list of potential topics, consult stakeholders, and agree on final focus using clear selection criteria. 2. Phase 2 – Evidence Gathering: Conduct literature review, compile existing data, and gather new evidence or case studies through interviews, surveys, or project monitoring. 3. Phase 3 - Analysis & Drafting: Synthesize findings, identify trends and gaps, develop recommendations/frameworks, and prepare first draft of the knowledge product. 4. Phase 4 - Validation & Refinement: Organise peer review process, collect and integrate feedback, and adjust content, structure, and language accordingly. 5. Phase 5 - Finalisation & Dissemination: Finalise text, translation into Spanish, work with designers and implement dissemination plan (launch events, webinars, targeted outreach). Activity 3: In consultation with UNEP and ACCESS consortium partners, provide technical expertise to mainstream practical gender, equity, and intersectionality into the ACCESS project (4 output areas) through: development and guidance on and peer review of ACCESS activities and outputs (e.g., reports, toolkits, guidelines, pilot project documentation), identification of project synergies and replication potential, review and updating of the ACCESS project MEL framework and tracking and reporting. Qualifications/special skills

An advanced university degree (master’s or equivalent) in gender studies, equity studies, sustainable transport, digitalization, urban planning, or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 1.At least 2 years of experience working in sustainable transport with clear focus on gender, equity, intersectionality and leave no one behind approaches is required. 2. Experience in developing knowledge products is required 3. Experience in designing and delivering capacity building /training is required; 4. Monitoring and evaluation experience are required; 5. Working in Latin America (must be based in one of these 7 countries: Brazil, Mexico, Colombia, Argentina, Ecuador, Peru, or Panama) is required; 6. Experience working with international organizations, national or city governments is required; 7. Experience working with civil society, NGO’s and academia is required; 8. Experience undertaking research and data collection is required; 9. Stakeholder consultation experience is required; 10. Working in a project delivery environment is required; 11. Excellent written and verbal communication is required; 12. Experience working in the field of transport digitisation is desirable; 13. Experience working in a project set up with a consortium of organizations is desirable;
