Description
Replication Project in Latin America
- Implementation of the BMZ-funded replication project on electric mobility and gender in Latin America, including planning, coordination with national stakeholders, and submission of progress and final reports in line with BMZ and UNEP requirements. South-South Learning Webinar Series.
- Design and delivery of a six-part webinar series on South-South learning, capturing insights, lessons, and replication opportunities from BMZ project pilots, with recordings, participant lists, and summary notes produced for each session. Regional Thematic Accelerator on Industry and Gender in E-mobility
- Extraction and analysis of data from the six-country ACCESS project gender analysis reports and pilot projects for integration into the Global Gender and E-Mobility Database, and development of visually engaging fact sheets in close coordination with the SMU Gender Focal Point. SIDS Network on EV Battery End-of-Life
- Convening of a regional network and meetings of Small Island Developing States (SIDS) in the Caribbean on EV battery end-of-life, including technical inputs, meeting reports, and provision of broader technical support on this issue across the LAC region. Subregional electric mobility strategy for SICA
- Provision of technical support for collecting and analyzing country data and the policy framework for proposing electric vehicles and charging infrastructure country and regional targets, as well as the required actions on the regulatory frameworks, electric vehicle market, interoperable charging infrastructure, financing scheme, and capacity building. 2&3 Wheeler Campaign in LAC
- Provide technical and administrative support to the 2- and 3-Wheeler Project Lead in UNEP’s SMU to introduce and scale up the Global E2&3-Wheeler Campaign in LAC. This includes developing activities and content for the campaign adapted to regional policy and market contexts, supporting stakeholder coordination across governments, industry, and civil society, and contributing to event organization and communications. - Provision of general support to the Panama project lead, including preparation of presentations, briefing materials, and logistical arrangements for events and capacity-building activities.

Background (Organizational Setting) The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies, practices, and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division and promotes sustainable low and zero emissions transport in low-and-middle-income countries around the world through projects and programmes on cleaner Fuels and Vehicles, Electric Mobility, Active Mobility and Transport Digitalisation. The SMU seeks to engage a sustainable mobility and gender consultant for eight months to provide broader regional support and contribute to strengthening SMU’s capacity in the region. The consultant will support regional efforts to accelerate the transition to zero-emission vehicles, with a focus on e-mobility, battery and end-of-life vehicle management, and policy upscaling. The consultant will also contribute to the management project of the ACCESS project, which operates in six countries in the region to enhance the digitalization of urban transport services. The consultant will also support country activities, outreach efforts, and the coordination of regional events aimed at advancing a gender-transformative and just transition to e-mobility. In close consultation with the LAC SMU Focal Point and the Gender Focal Point of UNEP’s SMU, the consultant will be responsible for the following activities 1. Lead the implementation of a replication project for BMZ in one country in Latin America on Electric Mobility and Gender. Oversee planning, coordination with national and local stakeholders, and reporting in line with BMZ and UNEP requirements. 2. Develop and deliver a six-part Webinar Series on South-South Learning to highlight insights, lessons, and replication opportunities emerging from BMZ project pilots in close coordination with the Gender SMU focal point. 3. Support the organization of a regional thematic accelerator, based on the Industry and Investor Handbook for E-Mobility and Gender, in collaboration with GIZ and a local partner. 4. Extract and analyse data from the six-counties in ACCESS, Gender analysis reports on gender and inclusion for integration into the Global Gender and E-Mobility Database and create visually engaging factsheets working in close coordination with the Gender Focal Point at the SMU. 5. Support the convening of a network and meetings of Small Island Developing States (SIDS) in the Caribbean on the topic of EV Battery End-of-Life and provide general technical support on this issue in the LAC region. 6. Support the development of the sub-regional electric mobility strategy for Central American Integration System – SICA countries. 7. Support the development and implementation of activities related to the electrification of two-and-three wheelers in LAC and provide input for Global E2&3-Wheeler Campaign by the Climate Works Foundation. 8. Provide general support to the Panama project lead, including the preparation of presentations and logistical arrangements for events and capacity-building activities.
Qualifications/special skills
1. An advanced university degree (master’s or equivalent) in gender studies, sustainable transport, digitalization, urban planning, or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 2. At least 5 years of experience working on sustainable transport, electric mobility, and/or gender required; 3. Proven expertise in sustainable transport projects within Latin America and the Caribbean is required; 4. Solid understanding of electric mobility technologies, trends, and policy frameworks is required.; 5. Excellent skills in stakeholder engagement, technical writing, and effective communication is required; 6. Proven technical writing, analytical, presentation and communication skills are desirable; 7. Prior experience working in an international organization or government agency is desirable. 8. Strong knowledge of gender mainstreaming in development and transport contexts is desirable. 9. Familiarity with national and international development frameworks, including experience with donor-funded projects is desirable.
