Description

Kakamega County is one of the 47 counties in the Republic of Kenya. It borders Vihiga County to the south, Siaya County to the West, Bungoma County to the North and Nandi County to the East. The county covers an area of 3050.3 Km2 (Kakamega CDP, 2013). The altitude of the county is between 1,240 metres and 2,000 metres above sea level.

Terms of service: Three (3) year renewable contract subject to satisfactory performance

Responsibilities

Specific duties and responsibilities will include:-

  • Overall supervision, managing of Staff and assets in the directorate;
  • Formulate policies, standards, programs and projects for irrigation development;
  • Promote research development and innovation in irrigation sector;
  • Coordinate the planning, designing and construction, operation and maintenance of irrigation systems;
  • Liaise with development partners and other relevant stakeholders in irrigation development;
  • Supervise the monitoring and evaluation of programs and projects;
  • Promote research and technology transfer in irrigation;
  • Coordinate the implementation of departmental strategic plan, ensuring development and review of annual work plans and budgets;
  • Ensure the coordination of departmental Performance Contract; and
  • Any other lawful duties that may be assigned from time to time

Qualifications

For appointment to this grade, an officer must:-

  • Have served in the grade of Principal Superintending Engineer (Irrigation) position in the Public Service for a minimum period of three (3) years; or a Chief Superintending Engineer (Irrigation) who has been in service for a period of not less than 16 years;
  • A Bachelor’s degree in any of the following disciplines; Agricultural Engineering, Agricultural and Bio-systems Engineering, Soil Water and Environmental Engineering, Environmental and Bio-systems Engineering, Biomechanical and processing Engineering or Soil and Water Engineering from a recognized institution;
  • Be registered as an Engineer with Engineers Registration Board (ERB);
  • Corporate membership with the Institution of Engineers of Kenya;
  • Certificate in computer applications from a recognized institution; and
  • Demonstrated managerial, administrative and professional competence as exhibited through understanding of national goals, policies, objectives and ability to relate them to the irrigation and drainage function
