The National Government Constituencies Development Fund (NG-CDF) formerly Constituencies Development Fund (CDF), is a fund established in 2003 through an Act of Parliament, the CDF Act 2003. The Act was later reviewed by the CDF (Amendment) Act 2007, and repealed by CDF Act, 2013 which was subsequently succeeded by the current NG-CDF (Amendment) Act 2016 . The Fund is domiciled within the ministry in charge of national economic policy and planning, currently the Ministry of Devolution and Planning. The main purpose of the Fund is to enhance infrastructural and socio-economic development at the grass root level in order to reduce poverty by dedicating a minimum of two and half per cent (2.5%) of all National Government’s share of annual revenue towards community projects identified at constituency level by the communities. Who manages the Fund? The Fund is managed by the National Government Constituencies Development Fund Board, which is a body corporate with perpetual succession and common seal. The Board operates at national level, and comprises of the Board of Directors and a Secretariat.

Requirements for Appointment

For appointment to this position, a candidate must have:

  1. Bachelor’s degree in any of the following disciplines: – Economics, Statistics, or equivalent qualification from a recognized institution.
  2. Master’s Degree in any of the following disciplines: – Economics, Statistics, or equivalent qualification from a recognized institution
  3. Certificate in Policy Development, Research or Policy Analysis;
  4. At least ten (10) years’ work experience, four (4) of which must be in a relevant field at supervisory/management level;
  5. Certificate in a leadership course lasting not less than four (4) weeks from a recognized institution;
  6. Membership certificate to a relevant professional body;
  7. Proficiency in a statistical analysis software;
  8. Sound knowledge and understanding of the government development agenda;
  9. Good writing and analytical skills;
  10. Demonstrated professional competence and managerial capability as reflected in work performance and results;
  11. Proficiency in computer applications; and
  12. Satisfy the requirements of Chapter 6 of the Constitution of Kenya.

Duties and Responsibilities 

The Manager, Research and Statistics will report to the Chief Manager, Corporate Planning and Strategy and will be responsible for the following: 

  1. Coordinate research, collect, collate and analyse data for operational, planning and evidence-based decision making purposes;
  2. Collect, collate, analyse, store, retrieve and report data/information for improvement of research and programme management;
  3. Liaise with other agencies to collect relevant statistics important for programme management;
  4. Carry out corporate research on topical issues while engaging relevant stakeholders to guide effective strategic planning;
  5. Set up and continuously update the Information and Documentation Centre;
  6. Establish and maintain a data system to facilitate future reference by various stakeholders;
  7. Establish available records from Government Departments and other agencies which can be centrally documented;
  8. Periodically liaise with departments to document and to identify information on those departments which can be used for future reference;
  9. Enhance knowledge base for the purpose of improving evidence based planning and management;
  10. Review and validate research reports;
  11. Offer technical support to other departments in carrying out strategic surveys;
  12. Disseminate programme reports and publish best practices together with lessons learnt;
  13. Facilitate training of newly recruited staff and
  14. Any other duty as may be assigned by the supervisor
