About the Programme

Labour Mobility and Regional Integration for Safe, Orderly and Humane Labour Migration in East And Horn Of Africa: East Africa Regional Better Migration Management (RBMM) is a program funded by to Foreign, Commonwealth and Development Office (FCDO) to enhance labour migration governance and protection of migrant workers and their family members’ human, social and labour rights through intra and inter-regional cooperation on a whole of government and whole of society approach, to support regional integration and facilitate mobility for transformative inclusive and sustainable economic growth as well as youth and women empowerment.

More specifically, the programme is expected to strengthen national and regional Labour migration governance in accordance with the global and regional frameworks; increase national and cross-border cooperation on labour mobility; promote ethical recruitment and protection of migrant workers’ rights; and enhance avenues for safe, regular and humane labour migration and mobility pathways through Free Movement Protocols/Common Market Protocols and Bilateral Labour Migration Agreements (BLMAs). A robust communication and visibility strategy and action plan will support the aims of the programme.

The programme works at two levels: the regional and national levels. At the regional level, IOM proposes to work with both RECs and their Member States through the Regional Ministerial Forum on Migration (RMFM) and its four Technical Working Groups. At the national level, the program will support Member States in enhancing their capacities in policy and practice leading to greater impact and faster results, engaging local government and non-government partners, from the diaspora, private sector, and civil society. The program will run for 8 months, from 1 August 2021 to 31 March 2022.

About Job

Under the overall supervision of the Regional Director in the Regional Office Nairobi, Kenya, and the direct supervision of the Senior Regional Labour Mobility and Human Development Specialist, the Regional Programme Management Officer (RBMM/LMHD) will act as the main focal person for managing the daily implementation of the BRMM program and oversight of the project team and also other relevant Labour Migration programs on labour mobility and human development, in particular migration and sustainable development, labour mobility facilitation, migration governance labour migration and ethical recruitment, BLMAs, reintegration and migrant training; COVID 19 related socioeconomic impact and health measures for migrant workers including access to health assessment pre departure and post arrival as per destination countries guidelines; protection of migrant workers’ human rights; following socioeconomic trends, remittance flows and developments; supporting regional, cross-regional and global thematic project and programme developments, effective partnership with specialized agencies and organizations. The successful candidate will also work closely with other Regional Thematic Specialists (RTSs) in the Regional Office and relevant Labour Mobility and Migration and Development and Focal Points in the region to ensure coordination and complementarities of approaches carrying out the following duties and responsibilities. In particular the successful candidate will:

Core Functions / Responsibilities:

  • Manage the implementation of the BRMM program; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
  • Monitor the BRMM program budget expenditures; verify availability of funds and maintain a proper record of approved program budgets and their revisions.
  • Coordinate and monitor the financial, administrative and technical aspects of the BRMM program in line with IOM policies and donor requirements.
  • Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the program.
  • Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
  • Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new program/projects
  • Support the Senior Regional Labour Mobility and Human Development Specialist on administrative, technical, programmatic and policy issues and capacity building, training, and general support to the network of Labour and Human Development focal points in Country Offices in the region.
  • Assist in reviewing and tracking project proposals developed by COs in the region and provide regular updates. Ensure that all projects are: a) consistent with the IOM Constitution, IOM Strategy and the Organization’s policies, thematic guidelines and manuals and any relevant national, regional and global strategies and frameworks, in particular the Agenda 2030 and the Africa Agenda 2063; b) coherent, relevant, and feasible, and take into account good practices as well as global approaches and initiatives in the respective migration/thematic area(s); c) developed according to IOM’s project development procedures as established in the IOM Handbook on Projects.
  • Advise in emerging issues relevant to the LMHD thematic area as well as related to the regional and country COVID 19 socioeconomic response and contributing to the development of reports and other interventions on regional level.
  • Develop regional and multi-country programmes and projects in the thematic area and identify anticipated synergies between thematic areas and external partners, including within the UN and the private sector.
  • Advise and develop regional thematic guidance notes, information sheets and policy documents as well as organization of trainings and events in coordination with other RO relevant departments/RTSs and EHOA LMHD focal points and missions.
  • Provide support on the regional strategic planning of the RMFM and the RMFM Regional Secretariat, working closely with EHOA IOM Missions, EHOA Member States, Intergovernmental Authority for Development and East African Community technical focal points as well as with other UN and non-UN, public and private stakeholders and regional processes and platforms targeting labour migration and socioeconomic development issues as well as socioeconomic impact of COVID 19 and mobility dimensions and free movement of persons.
  • Organize and carry out researches and studies on labour migration and labour mobility that identify problems, outline alternative policy considerations and strategies.
  • Provide technical support in the collection, compilation and management of labour migration data.
  • Provide thematic and administrative supervision to staff, interns and consultants hired by the Regional Office for specific regional, thematic tasks under the LMHD portfolio.
  • Perform such other duties as may be assigned.

Requirements

Required Qualifications and Experience: Education

  • Master’s degree in Business Administration, Management, Finance, International Business/International Affairs, Social Studies, or a related field from an accredited academic institution with at least five years of relevant professional experience;

or

  • University degree in the above fields with at least seven years of relevant professional experience.

Experience

  • Experience in management and business administration from public and/or private sectors, UN, other INGOs;
  • Experience in public-private partnerships and liaising with governmental and diplomatic authorities as well as with international institutions;
  • Experience in working on the field in the region with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience in the region with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

Languages

  • IOM’s official languages are English, French, and Spanish.
