  • The International Organization for Migration (IOM) has been implementing Immigration and Border Management (IBM) programmes since 2001, building the capacity of the agencies in the field of border management in effective IBM to promote safe and orderly migration, mitigating security risks and threats. The programme provides technical support under five thematic areas: 1) Legislation and policy; 2) Infrastructure and equipment; 3) Border Management Information Systems; 4) Inter-agency and regional collaboration, and 5) Organisational development and management.
  • With the current growth of the IBM programme in Kenya, the unit seeks a proactive Programme Officer to strategically support its undertaking on 1) Project Co-ordination and Implementation 2)
  • Budget management 3) Project development, 2) Donor and Government liaisons, 3) Communication, 4) Reporting and with close co-ordination with IBM programme staff, Resource Management Unit (RMU) and Mission Support and Innovation Unit (MSU) within the mission.
  • Under the overall supervision of IOM Kenya Chief of Mission, the direct supervision of the head of Programme and Policy Development and in close co-ordination with programme staff, the incumbent will be responsible for providing support in the implementation of IBM-related programmes in the mission.

    Core Functions / Responsibilities:

  • Draft project work plans, timeframe of implementation, and budget allocation for each activity.
  • Support planning and coordinate timely implementation of the planned activities. Provide technical inputs and procedural guidance, coordinate the work of Programme staff, and/or monitor and assist Consultants who may be recruited for the specific deliverables.
  • Assist the planning and execution of procurement for the project in close coordination with IBM Programme Staff and Procurement Unit and adhering to the IOM procurement procedures and processes, as well as requirements for clear documentation. Facilitate timely communication and consultation with the Kenyan authorities and vendors at the field level.
  • Liaise with the Kenyan authorities to clarify project implementation and relevant IOM project procedures and processes. Organise and attend periodical meetings with the Department of Immigration on progress of the project, implementation or other issues and challenges, if any, as well as to discuss corrective measures to be taken by the authority or IOM.
  • Provide project management support and assist with capacity building trainings, in coordination with technical experts, such as: i,ID Management, document security, passport examination, investigation techniques, records management and data protection, migration terminology and concepts and Humanitarian Border Management.
  • Research ways to expand collaboration with relevant governmental entities, partners and donors.
  • Coordinate the drafting, processing, endorsement and submissions of IBM project proposals, donor reports, partner agreements (Service Agreements, Memorandum of Understanding, Letter of Agreement and other types of contracts) and other relevant documents, in line with specific internal IOM requirements and procedures.
  • Attend donor meetings, briefings and conferences as well as liaise with donors, governmental partners, project partners, think tanks policy centres at the international and national level.
  • Contribute to IBM fundraising efforts: compile and analyse information on donor policies and priorities for Kenya and suggest new funding opportunities and proactive approaches to donors.
  • In coordination with Head of Programme and Policy Developement

    and the Regional IBM Thematic specialist and in close cooperation with Monitoring & Evaluation (M&E) Unit, observe IBM projects’ compliance with the objectives set in project documents and budgets, M&E frameworks and work plans, and check for overall compliance with donors’ contractual requirements, interests and expectations.

  • Contribute technical inputs for the development and maintenance of a communication strategy, tools and systems for the unit, in close co-ordination with the Head of Programme and Policy Development and MSU. Check that internal and external reporting and communication materials adhere to IOM communication policy, IOM data protection policy, as well as the visibility guidelines of the donor governments. Compile and analyse relevant information on migration developments and trends in Kenya.
  • Undertake duty travels within and outside Kenya related to programme activities including assessments, liaison with partners and counterparts, cross border meetings and workshops, etc. as required.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Political, Social Science, Business Administration, International Relations, Law, Security Studies, Law Enforcement or a related field, from an accredited academic institution with minimum of two years’ relevant professional experience; or

    • University degree in the above fields with minimum of four years of relevant professional experience.

    Experience

    • Experience in project management, implementation, and monitoring programme activities;

    • Proven experience in general fundraising, writing project proposals and reports;

    • Experience in project development, including clarifying baseline, strategic project designing, drafting a proposal and budgeting;

    • Experience in establishing and maintaining good working relationships with IOM Offices, governmental, diplomatic authorities, UN agencies, and civil society;

    • Experience working in East and Horn of Africa region is an advantage.

    Skills

    • Knowledge and familiarity with IBM programming and cross cutting areas such as in crisis or post conflict environments;

    • Familiarity with the current political contexts of Kenya/East Africa an advantage;

    • In depth knowledge of Immigration and Border Management, structures and systems; matters related to Transnational Organized crime;

    • Familiarity and has basic training in migration management;

    • Coordination and liaison skills between Mission’s units in implementing the programme;

    • Good report writing skills or regular briefs and donor reports or concept notes.

    Languages

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
