The Institute of Public Finance Kenya (IPFK) is an independent think tank based in Nairobi whose mandate is to further the ideas of transparent, accountable, equitable, efficient, and fiscal discipline in public finance management systems for improved service delivery and economic development in Kenya and in the region through research, training, and capacity strengthening.

Position Focus
• Strengthening formal participation in county budgeting through the County Budget and Economic Forums (CBEF) to ensure greater legitimacy of the formal budget process.
• Strengthening oversight/accountability stakeholders, such the Office of the Controller of Budget (CoB), Parliament Budget Office (PBO) and the Office of the Auditor General (OAG) so that they are better able to hold the executive to account.
• Continuous mobilization of citizens and other stakeholders to engage on PFM reforms with a focus on service delivery to ensure that resource allocation is targeted at the county and national level.

Duties and Responsibilities
Key responsibilities which shall form the core of your engagement with the Institute of Public Finance Kenya, under the supervision of the Head of Programmes, will be:
• Researching, writing and editing budget briefs, which are publications that highlight ongoing budget work around the country, best practices, and lessons from the field on budget processes, as well as innovative practices drawn from other organizations.
• Attending and reporting back to the team on internal meetings and external events.
• Facilitating both National and County Budget Review sessions.
• Providing strategic support in the implementation of the IPFK Strategic plan, in the execution of the directed mandate.
• Supporting the planning and delivery of institutional programs and projects in accordance with the mission and the goals of IPFK.
• Assisting in responding to requests for information regarding IPFK on the projects which the officer is charged with the responsibility of executing.
• Monitoring project implementation in line with the approved work plans and budgets.
• Updating and maintaining resource materials relevant to the projects.
• Any other official duty that may be assigned from time to time by your supervisor.

Additional Qualifications
Applicants MUST possess a certificate in Budget Facilitation from the URAIA and International Budget Partnership Kenya (IBP-Kenya) training programme.

Education and Experience
• Graduate degree or diploma in social sciences with specialization in economics, sociology, or development studies. Master’s degree in a relevant field is an added advantage.
• Proficiency in Information Communication Technology.
• At least 3 years working experience in relevant field.
• Proficiency in verbal and written communication to all audiences.
• A team player and collaborative spirit in the diverse working environment.
• Well organized with a strong ability to prioritize tasks and meet required deadlines.
