The National Government Constituencies Development Fund (NG-CDF) formerly Constituencies Development Fund (CDF), is a fund established in 2003 through an Act of Parliament, the CDF Act 2003. The Act was later reviewed by the CDF (Amendment) Act 2007, and repealed by CDF Act, 2013 which was subsequently succeeded by the current NG-CDF (Amendment) Act 2016 . The Fund is domiciled within the ministry in charge of national economic policy and planning, currently the Ministry of Devolution and Planning. The main purpose of the Fund is to enhance infrastructural and socio-economic development at the grass root level in order to reduce poverty by dedicating a minimum of two and half per cent (2.5%) of all National Government’s share of annual revenue towards community projects identified at constituency level by the communities. Who manages the Fund? The Fund is managed by the National Government Constituencies Development Fund Board, which is a body corporate with perpetual succession and common seal. The Board operates at national level, and comprises of the Board of Directors and a Secretariat.

Requirements for Appointment

For appointment to this position, a candidate MUST have:

  1. Bachelor’s degree in any of the following disciplines: -Commerce (Accounting, Finance), Business Management/Administration (Accounting, Finance), or equivalent qualification from a recognized institution;
  2. Master’s Degree in any of the following disciplines: – Business Management/Administration (Accounting, Finance), Science in Finance, or equivalent qualification from a recognized institution;
  3. At least eight (8) years’ work experience; four (4) of which should be in a relevant field at supervisory management level;
  4. Certified Public Accountant of Kenya (CPA K) or its equivalent;
  5. Membership to Institute of Internal Auditors (IIA) in addition to any other relevant professional body;
  6. Membership to the Institute of Certified Accountants of Kenya (ICPAK);
  7. Certificate in a Management course lasting not less than four (4) weeks from a recognized institution;
  8. Demonstrated professional competence and managerial capability as reflected in work performance and results;
  9. Proficiency in computer applications; and
  10. Satisfy the requirements of Chapter 6 of the Constitution of Kenya

Duties and Responsibilities

The Principal Internal Auditor will report to the Manager, Internal Audit and will be responsible for the following:

  1. Assist in the development of the department’s Risk Based Annual Work Plan budget and departmental procurement plan;
  2. Give assurance on the implementation of the Fraud and Corruption prevention policy and other relevant policies of the Board in liaison with other stakeholders for transparency;
  3. Review internal control systems on IT, financial and other operations and verify existence and safety of the Board’s assets;
  4. Prepare audit reports to management and the board, and subsequently follow up to ensure audit recommendations are implemented;
  5. Participate in review of the internal audit manual, audit charter, Audit Committee Charter and the organisational procedures manuals;
  6. Undertake specific audit assignments that are in tandem with the approved annual work plan by the departmental head and prepare detailed audit observations and reports as required by the Board;
  7. Maintain custody of relevant documents and avail them to external auditors and other stakeholders as and when required;
  8. Review audit working papers, providing audit summaries to the Manager, Internal Audit for presentation to the Audit Committee;
  9. Undertake timely performance/special audit investigations and forensic audits as and when need arises and
  10. Any other duty as may be assigned by the supervisor.
