The National Government Constituencies Development Fund (NG-CDF) formerly Constituencies Development Fund (CDF), is a fund established in 2003 through an Act of Parliament, the CDF Act 2003. The Act was later reviewed by the CDF (Amendment) Act 2007, and repealed by CDF Act, 2013 which was subsequently succeeded by the current NG-CDF (Amendment) Act 2016 . The Fund is domiciled within the ministry in charge of national economic policy and planning, currently the Ministry of Devolution and Planning. The main purpose of the Fund is to enhance infrastructural and socio-economic development at the grass root level in order to reduce poverty by dedicating a minimum of two and half per cent (2.5%) of all National Government’s share of annual revenue towards community projects identified at constituency level by the communities. Who manages the Fund? The Fund is managed by the National Government Constituencies Development Fund Board, which is a body corporate with perpetual succession and common seal. The Board operates at national level, and comprises of the Board of Directors and a Secretariat.

Requirements for Appointment

For appointment to this position, a candidate must have: –

  1. Bachelor’s degree in any of the following disciplines: -Commerce (Accounting, Finance), Business Management/Administration (Accounting, Finance), or equivalent qualification from a recognized institution;
  2. Master’s degree in any of the following disciplines: -Commerce (Accounting, Finance), Business Management/Administration (Accounting, Finance), or equivalent qualification from a recognized institution;
  3. Certified Public Accountant of Kenya (CPA-K) or its equivalent;
  4. At least eight (8) years’ work experience; four (4) of which should be in a relevant field at supervisory/management level;
  5. Membership certificate to ICPAK;
  6. Certificate in a management course lasting not less than four (4) weeks from a recognised institution;
  7. Demonstrated professional competence and managerial capability as reflected in work performance and results;
  8. Proficiency in computer applications; and
  9. Satisfy the requirements of Chapter 6 of the Constitution of Kenya.

Duties and Responsibilities  

The Principal Accountant will report to the Manager, Field Financial Coordination and will be responsible for the following: 

  1. Interpret and provide guidelines for implementation of financial policies and regulations for efficient management of the Fund;
  2. Develop and document financial policies, manuals and processes to strengthen internal controls at the Constituencies;
  3. Appraise Fund Account Managers, Sub County Accountants and National Government Constituency Development Fund Committees on financial management policies and guidelines;
  4. Review Constituencies budget implementation and absorption levels and advise on best practices;
  5. Coordinate the preparation of Annual Financial Statements for the Fund;
  6. Prepare cash flow projections and financial management reports for the Board;
  7. Mentor and Coach divisional staff and Fund Account Managers to improve performance;
  8. Coordinate preparation of annual financial statements for the constituencies;
  9. Ensure timely disbursement of funds to the constituencies;
  10. Maintain a consolidated and updated register of the Board’s assets at the Constituencies;
  11. Inspect Constituencies’ books of accounts and follow up on issues raised in audit and field inspection reports;
  12. Develop and submit for approval the division’s work plan and budget and monitor its implementation;
  13. Prepare training schedules and participate in training of Fund Account Managers and other stakeholders on public finance management;
  14. Authenticate disbursement status reports for constituencies for submission to the Board;
  15. Identify and document risks in the division and institute mitigation measures; and
  16. Any other duty as may be assigned by the supervisor.
