Description

Sustaining progress towards Universal Health Coverage (UHC) is central to Kenya’s Health Sector Strategic Plan and WHO Global Program of Work (GPW)13 Triple Billion Targets. Key to achieving this is developing and implementing health financing strategies, legal frameworks, and institutional capacity building to ensure that people access health care they need and there is reduction in the number of people suffering financing hardship.
The Government of Kenya (GOK) is committed to implementing health system reforms to accelerate movement towards Universal Health Coverage (UHC) as a means of realizing the “Right to Health” that is enshrined in the Constitution of Kenya 2010. In line with the Kenya Health Policy 2014-2030, the Kenya Health Sector Strategic Plan 2018-2023 (KHSSP) sets out key medium-term priorities and actions needed to accelerate progress towards achieving UHC and the Right to Health.
The Kenya Health Sector Partnership and Coordination Framework 2018-2030 also sets out structures that will bring together representatives of all key sector stakeholders to facilitate joint planning, budgeting, coordination, management, and oversight of health sector investments to address sector priorities. One of the structures set out in the partnership framework is the Health Financing, Leadership, Governance & Legal Interagency Coordinating Committee (ICC) which is a structure that brings together a wide range of stakeholders working within that area in Kenya’s health sector. The Division of Health Financing in the Ministry of Health is tasked to facilitate the Health Financing, Leadership, Governance & Legal Interagency Coordinating Committee (ICC).
P4H, the global network on health financing for UHC and social health protection, through WHO, one of its founding member and principal host of the P4H network Coordination Desk, will support the Ministry of Health to facilitate this coordination process. The support will also include participation in the production of related knowledge products to feed into national policy and implementation processes of Universal Health Coverage scale up.

Description of Duties
The incumbent under the overall guidance and supervision of WHO representative in Kenya Country will work on the following areas:
• Support coordination and functionality of the Interagency Coordination Committee (ICC) on Health Financing, Legal and Governance in collaboration with other stakeholders and in the context of the Health Sector Partnership Framework of the Ministry of Health to ensure harmonized support for health financing that is aligned to country priorities.
• In collaboration of with health sector partners within Development Partners for Health in Kenya (DPHK) serve as a focal person on health financing and support the DPHK secretariat to gather and circulate regular updates on ongoing health financing and social protection initiatives
• Technical assistance to the Government in developing health financing and social health protection policies including the design, implementation, and monitoring of health financing initiatives to ensure sustainable and equitable financing for universal health coverage in Kenya in a spirit and practice of informed collaboration among all stakeholders
• Participate actively in the P4H network as a coordination team member and support the P4H network knowledge generation and M&E, handle communication within the P4H network and populate / regularly update as necessary the P4H digital platform Kenya country page.
• Perform other duties in health financing fields as may be assigned by the supervisor.
These tasks will be carried out in the framework of the P4H network, value proposition and ToR, meaning the incumbent will bring his/her support mostly facilitating the collaboration of stakeholders. This will be illustrated through the following working arrangements:
• The support for coordination in health financing/social health protection in existing dialogue bodies
• The support for coordination in health financing/social health protection between the different intra (health) and interministerial (health, finance, etc.) departments
• The support for coordination in health financing / social health protection between external partners in their dialogue with each other and with the government
• The support for the alignment of policies and strategies addressing the financing of health / social protection in health, among themselves and with the implementation processes and support for the continuity of policies, their coherence, their implementation
• To promote innovation for better coordination, collaboration and learning in health financing and social health protection, and amongst other:
Experience, Qualifications and Skills
Experience
• At least 7 years of progressively responsible professional experience in the field of health economics, health financing, health systems, social health protection, health insurance
• Experience in conducting analytical work with practical implications on the extension of social protection and engaging in partnerships for health development is important.
• Previous experience of working in the Kenyan health system including understanding of devolved system of governance

Education Qualification
• Essential: Masters level or above university degree in health economics, health financing, public health, or health policy.

Skills
• Good analytical (quantitative and qualitative) and writing skills
• Working in a multicultural environment
• Ability to coordinate diverse national and international partners in health financing
• Good team player
Duration of assignment
• The duration of the assignment is 4 months starting 01 September to 31st December 2021
