Background
The use of ICT in agriculture to mediate transcactions in agricultural sector is widely acknowledge for its capacity to reduce transaction costs and improve efficiency of transactions. In Africa there has been an explosion of ICT platforms that target agricultural transactions and the development of farm/rural sector by linking farmers to markets. Dating back to 1990s, authors have documented how smalholder farmers can utilize the services from these platform to strengthen linkages to input, produce and service markets. However, the literature has also highlighted the potential for ICT technologies to marginalize some farmers, especially women, while benefitting others – such as the relatively tech savvy youth. This study is an attempt to learn how and if benefits of participation in ICT for development platforms deployed in agriculture differ for women and men, and the youth, and to explain why these differences exist.
The Consultant will work collaboratively and effectively with CIP scientists to review the existing literature on ICT use in Agriculture using gender lens. The consultancy will be based on thorough and in-depth desk review of existing published and grey literature and will focus on Sub-Sahara Africa.

Objective
• Conduct thorough and in-depth review literature on ICT for development platforms in Africa.
• Assess how the design of ICT platforms are likely to affect women, men and the youth.
• Synthesize and document evidence from literature, how and why the deployment ICT for development platforms in agriculture could affect men, women and youth differently.
• Submit a working paper with the findings.

Deliverables
• A list of references on the gray and published literature on ICT for development platforms in Africa.
• Draft working paper detailing the study findings.
• Final revised working paper.

Selection Criteria
• PhD in Economics, Agricultural Economics, or Development Economics or related field.
• At least 10 years; experience working with CGIAR or advanced research organizations in similar roles
• Demonstrated understanding of the workings of rural farm households and experience in applied economics, farm management and/or rural development, gender analysis in agriculture.
• Strong and demonstrated publication record, qualitative and quantitative & gender analytical
skills
• Highly proficient in English (both spoken and written).
• Ability to work well in a multidisciplinary group.
V. Time frame
• Consultancy contract will be for 20 days.
Conditions: This is a national consultancy position limited to Kenya nationals and permit residents only.
