The National Youth Service (NYS) is a State Corporation established under section 5 (1) of the NYS, Act, 2018 (the Act) to train and mentor ken yan youth. The functions of the Service as provided in the Act are undertaking paramilitary training, technical and vocational training in various trades, national building programmes, commercialization of assets to optimize utilization of its resources as well as research and innovation hence Creating a critical mass of technologically skilled and effective Kenyan youth ready to join the global village.
In line with its mandate, the Service is seeking to recruit suitably qualified candidates for the following two senior management position: Director, Human Resource Management & Development and Administration
NYS GRADE 3
Salary Scale
NYS 3: Kshs. 181,900 x 8,100 - 190,000 X 8,200 - 206,400 x 8,200 - 222,800 x 8,300 - 256,000
Allowances
House Allowance Kshs. 60,000 p.m.
Commuter Allowance Kshs. 20,000 p.m.
Leave allowance Kshs. 10,000 p.a.
Terms of Service:
Three year, renewable contract based on performance.
Job purpose:
To ensure Human Resource Management & Development and Administration functions are fully integrated in the National Youth Service Vision, Mission, Objectives and Strategies.
The office is responsible for:
• Director Human Resource Management & Development and Administration reports to the Deputy Director General Corporate Services, National Youth Service
• Advising the Council and Management on Human Resource and Administration matters, facilitate linkages and coordination with other Government institutions and institutes for appropriate operational and management controls. .

Duties and Responsibilities
Duties and responsibilities of the Director Human Resource &Development and Administration will entail:
• Advising Management on policies and strategies relating to human resources management and administration to ensure staff at traction, retention, motivation and job satisfaction;

• Development, implementation and review of the NYS human resource and administration policies, procedures and processes:
• Development, implementation and evaluating staff career and succession plans for personnel progression and growth;
• Ensuring development, implementation and evaluating staff benefits schemes and reward systems
• Coordinating staff performance appraisal in line with annual objectives and targets of the National Youth Service; Managing recruitment and selection of staff;
• Overseeing human resource planning and undertaking regular review and optimization of the NYS structure;
• Managing personnel training and development in the Service
• Ensuring the approved Human Resource policies and procedures of the Service are adhered to:
• Coordinating administrative services, such as office services, maintenance and officers' transport:
• Coordinating of implementation of effective maintenance, storage and security of employee record to ensure integration and confidentiality of data and information of staff;

• Assist the Director-General in developing the HR agenda for the Council
• Offering secretarial services to the HR Advisory Committee;
• Developing and managing the Budget for the Human Resource and Administration Department;
• Ensuring that all staff of the Service are appraised annually and timely
• Undertake regular review of the schemes of service, career guidelines, HR policy and procedure manual, organization and grading structures and staff establishment for the Service;
• Harmonize payroll and staff complement: 18. Mentoring and Coaching staff

Person Specification For appointment to this post the candidate must
• Bachelor's degree in Human Resource Management Social Science or its equivalent from a recognized University,
• A Master's degree in Human Resource Management, Business Administration or its equivalent from a recognized University
• A post graduate Diploma in Human Resource Management:

• Membership to a relevant professional body in good standing
• Strategic Leadership and Development Programme (SLDP) lasting not less than four (4) weeks from a recognized institution:
• At least fifteen (15) years' relevant work experience;
• At least five (5) years' experience in Management
• Demonstrated results in work performance
• Proficiency in computer applications; and
• Fulfill the requirement of Chapter 6 of the Constitution
