Description

The Consultant will be responsible for the development of the OCJ’s Partnership and Resource Mobilization Strategy, as well as the development of an accompanying monitoring and evaluation (M and E) tool. These tasks shall be undertaken in consultation with the Judiciary Chief of Staff and other relevant Judiciary personnel.

Specific Tasks to be performed by the Consultant
• The Consultant will work under the overall supervision of the Regional Representative and direct supervision of the Head of the Criminal Justice Programme UNODC ROEA, within the framework of the UNODC Regional Programme for Eastern Africa (2016-2021).
• The Consultant will perform the following tasks:
• Undertake an inception meeting with OCJ and UNODC staff and submit an inception report outlining their understanding of the assignment and an implementation work plan for the assignment.
• Undertake the necessary research and stakeholder consultations necessary for the development of the required Partnership and Resource Mobilization Strategy, as well as the development of an accompanying monitoring and evaluation (M and E) tool. This task shall entail but not be limited to:
• Undertaking internal and external consultations as necessary to develop the said strategy and tool;
• Reviewing all the relevant strategic, policy and budgetary/financial documentation;
• Reviewing all ongoing donor funding projects.
• In coordination with relevant personnel, develop OCJ Partnerships and Resources Mobilization Strategy and M and E tool. The Strategy shall entail but not be limited to:
• Designing strategic fundraising concept based on the Judiciary’s Vision for Social Transformation through Access to Justice (STAJ);
• Develop outreach, advocacy or other related campaigns towards the goals of establishing and strengthening partnerships and mobilizing resources for OCJ;
• Review the needs of the Judiciary and propose areas of needed partnerships in alignment with the Judiciary’s vision for Social Transformation through Access to Justice (STAJ);
• Development of a matrix of present and potential Judiciary development partners;
• Development of a monitoring and evaluation (M and E) and other reporting tools for the Strategy developed;
• Final report of all activities undertaken under the consultancy.

Qualifications/special skills
• Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in Public Administration, Development Studies, Finance, Economics or a related field is required.
• A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Experience:
• A minimum of 10 years of work experience in donor partnership relationship management or resource mobilization is required;
• Experience in monitoring and evaluation or project management is required;
• Experience working with traditional and social media is desirable;
• Experience in supporting justice programs or actors is desirable;
• Experience working within Eastern Africa region is desirable.
