The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian and development network, with millions of volunteers in 190 member National Societies. Job Purpose

  • Purpose: The main purpose of this study is to establish how the COVID-19 pandemic has affected the food security and livelihoods of vulnerable populations in Africa. These vulnerable groups include but are not limited to the elderly, women, children, people with disabilities, marginalized groups, migrants, etc.

    • IFRC Secretariat
    • Management and operational/technical teams
  • Commissioners: This evaluation is being commissioned by IFRC Africa Regional Director in compliance with its Evaluation Policy for final evaluations
  • Reports to: Head of DCC unit (HeOps) and Planning, Monitoring, Evaluation and Reporting (PMER) Delegate

Job Duties And Responsibilities

  • IFRC: IFRC Arica Region office will support the consultant and link them up with the National Society as needed. In addition, all deliverables from the consultant will be reviewed and approved by IFRC.
  • The consultant: The consultant will lead the study in adherence to IFRC policies and guidelines outlined below:
  • IFRC Framework for Evaluations
  • IFRC Code of Conduct
  • The Fundamental Principles of the International Red Cross and Red Crescent Movement.

The geographical focus is based on suggested selection criteria of the countries to be included in the study is as follows:

  • 1-2 representative countries per sub-region; Sahel, west coast, EA and horn, Southern Africa, Indian Ocean Islands
  • COVID-19 caseload, high and low
  • Humanitarian trends, those that experienced a crisis before and those experiencing the crisis for the first time.
  • Country vulnerability index by IFRC DCPRR team
  • Existing humanitarian and development response either by IFRC or other organizations (With response and with no response)

The consultant will review and suggest other selection criteria as necessary.

The consultant is expected to come up with an appropriate methodology for this study. The methodology should include a desk and literature review of existing materials on the subject matter. Based on findings from the reviews, the consultant will propose primary data as appropriate to provide further evidence and to substantiate information from secondary data. Both qualitative and quantitative approaches will be used in collecting primary data. Quantitative data will be used to get in-depth information from the stakeholders and a quantitative methodology will collect information from targeted vulnerable households. The consultant is expected to develop the methodology of selecting regions and households to be sample within selected countries. In addition, the consultant will develop specific questionnaires for the study based on the broad key questions outlined in the objectives of this study. The consultant shall develop an appropriate sampling strategy to ensure the representativeness of countries, stakeholders, and target population to ensure the generalizability of the results and recommendations.

The consultant/firm is expected to conduct its analysis exclusively through remote means. If possible, and subject to duty of care considerations, the consultant/firm may work with the help of local research institutions, universities and other relevant local stakeholders. Coordination should be established with other study initiatives at the regional level (by IOM, MMC, IMREF, etc.) and with other study projects of the RCRC Movement where applicable in order to maximise complementarities and avoid duplications.

The IFRC will help in linking the selected consultant/firm with National Societies to gather their perspectives on the issue and to discuss any support that National Societies may provide in relation to the study. It should be noted, however, that National Societies are deeply involved in the COVID-19 response in their respective countries, on top of their normal activities. The consultant/firm is therefore expected to be highly independent in organising their study activities and ensuring that deliverables are met.

Requirements

Education

  • Relevant university degree (such as Management, Development Studies, Public Health, Social Sciences, etc.)

Experience

PROFILE OF THE CONSULTANT/FIRM

  • A Food Security specialist, with a minimum of 10 years of experience in the sector, (preferably at least a part of it in rural Africa).
  • Proven extensive experience in leading food security or related studies (preferably across Africa).
  • Excellent writing and communication skills in English (reference and production of sample work required).
  • Familiarity with the Red Cross Red Crescent Movement and its disaster management system is an advantage.
  • Knowledge of cross-cutting issues, including protection, gender and inclusion (PGI) and community engagement and accountability (CEA) would be of interest
  • Strong analytical skills and ability to synthesize and present findings, draw practical conclusions and prepare well‐written reports on time;
  • Proven track record of conducting qualitative research including the development of interview schedules and qualitative data analysis required.
  • Experience in qualitative data collection and data analysis techniques (especially in the design of coding schemes). Additional experience in quantitative data analysis for secondary data desired.
  • Demonstrated capacity to work both independently and as part of a team.
  • Strong interpersonal and communication skills in English. Skills in spoken and written French is a plus.
  • Ability to work within tight deadlines and manage with available resources.
