The National Government Constituencies Development Fund (NG-CDF) formerly Constituencies Development Fund (CDF), is a fund established in 2003 through an Act of Parliament, the CDF Act 2003. The Act was later reviewed by the CDF (Amendment) Act 2007, and repealed by CDF Act, 2013 which was subsequently succeeded by the current NG-CDF (Amendment) Act 2016 . The Fund is domiciled within the ministry in charge of national economic policy and planning, currently the Ministry of Devolution and Planning. The main purpose of the Fund is to enhance infrastructural and socio-economic development at the grass root level in order to reduce poverty by dedicating a minimum of two and half per cent (2.5%) of all National Government’s share of annual revenue towards community projects identified at constituency level by the communities. Who manages the Fund? The Fund is managed by the National Government Constituencies Development Fund Board, which is a body corporate with perpetual succession and common seal. The Board operates at national level, and comprises of the Board of Directors and a Secretariat.

Requirements for Appointment  

For appointment to this position, a candidate MUST have:

  1. Bachelor’s degree in Economics, Statistics, Project planning and management, Commerce (Accounting option), Commerce (Finance option), Business Administration (Accounting option), or equivalent qualification from a recognized institution;
  2. Master’s degree in any of the following disciplines: – Economics, Public Administration, Business Administration (Finance); Business Administration (Accounting); Science in Finance, Community Development, or equivalent qualification from a recognized institution;
  3. Certificate in Project Planning and Management or its equivalent from a recognized institution;
  4. At least twelve (12) years’ work experience, five (5) of which should be in a relevant field at management level;
  5. Certificate in a leadership course lasting not less than four (4) weeks from a recognized institution;
  6. Membership certificate from a relevant professional body;
  7. Demonstrated professional competence and managerial capability as reflected in work performance and results;
  8. Proficiency in computer applications; and
  9. Satisfy the requirements of Chapter Six of the Constitution of Kenya

Duties and Responsibilities  

The Chief Manager, Programmes and Field Services Coordination will report to the Chief Executive Officer and will be responsible for the following: 

  1. Provide leadership in the Review and submission of reports on project proposals, requests for reallocation of funds, resubmissions for declined project proposals and request for funds from 290 Constituency Committees;
  2. Lead the process of Planning and Designing of programme activities and proactively monitoring of programme progress, resolve issues and initiate appropriate corrective action;
  3. Provide leadership in the development and reviewing of policies for effective project management;
  4. Provide interdepartmental linkages as well as collaboration with Government agencies and the National Assembly Committee on NG-CDF;
  5. Manage the department’s budget, monitor expenditure and costs against delivered and realized benefits as the programme progresses;
  6. Provide clear direction, leadership and motivation to the departmental staff and provide a buffer to protect them from undesirable external influence; and
  7. Provide appropriate professional advice to the Board, NG-CDF Committees and other stakeholders on project management;
  8. Coordinate project monitoring in Constituencies;
  9. Identify and implement governance arrangements of the department, including but not limited to enforcing compliance with relevant laws and standards;
  10. Manage Departmental risks and resolve stakeholder issues and challenges affecting the Fund;
  11. Ensure continuous review and update of the various operational manuals;
  12. Review various reports on programmes and field services, take necessary action and appraise the board appropriately; and
  13. Any other duty as may be assigned by the Chief Executive Officer
