Purpose of the job
Providing legal research services on matters affecting the Authority and follow up on compliance with statutory requirements.
Tasks and outputs:
- Provide legal advisory on requested/assigned matters through the provision of legal opinions, presentations and participation in internal/external meetings.
- Provide pro-active and/or strategic legal solutions to business problems
- Keep abreast on upcoming laws and regulations and advise the Authority on implications thereof.
- Supervise the research and preparation of opinions on legislation that impact the Authority and make recommendations for any necessary amendments.
- Supervise the drafting of legal opinions.
- Adhere to and update the Procedure Manuals.
- Manage legal documents and records and facilitate execution of legal documents in line with the Contract Management Policy.
- Make proposals on the Section’s work plan and budgets.
- Implement agreed systems and procedures to enhance efficient and effective prevention and execution of business risks.
- Participate in stakeholder engagements (ICPSK, IOD, SCAC, AG, Lands Registries).
- Provide in depth judgment analysis on complex concluded cases as may be assigned.
- Provide legal opinions/summaries on changes in the law.
- Train/sensitize staff on various laws affecting their business.
- Spearhead the review of revenue laws/legislative amendments.
- Organise and participate in stakeholder engagements.
- Review and advise management and the Board on Legal implication of internal policies and procedures.
- Develop and maintain up to date repository of laws, judgements, gazette notices/legal notices and other legal documents pertaining to KRA.
- Guide management on legal and compliance issues to ensure compliance with laws applicable to KRA.
- Facilitation in the registration of trademarks with Kenya Intellectual Property Institute.
Skills required:
Minimum qualifications
- Bachelor’s degree in Law (LLB).
- A Post graduate diploma in Law.
- Advocate of the High Court of Kenya.
- Possess a valid Practicing Certificate (LSK).
- Computer literate.
- Management courses.
Minimum years of experience
- 4 years post admission experience in legal practice and legal advisory in tax matters, 1 of which should be in a supervisory level in a comparable organization.
