Responsibilities
UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development with the United Nations system and serves as an authoritative advocate for the global environment. UNEP, as an implementing agency for the Multilateral Fund, is responsible for the implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Compliance Assistance Programme (CAP) team in UNEP works closely with country National Ozone Units (NOUs) to ensure they receive adequate advisory services, capacity building, and technical assistance. The CAP team also provides strategic guidance to NOU’s to submit timely, accurate, and high- quality project proposals, financial and substantive reports to the Executive Committee. The Government of Nigeria is a signatory to the Montreal Protocol on Substances that Deplete the Ozone Layer (MP) and its amendments and therefore eligible to receive assistance under the MP’s Multilateral Fund (MLF) to phase out MP controlled substances as per the phase-out schedules set forth under the MP. At the 94th intersessional meeting of the Executive Committee of the Multilateral Fund for the Montreal Protocol held in May 2024, the ExCom approved the ‘Preparation of National Inventory of Banks of Used or Unwanted Controlled Substances’ project for Nigeria. The project aims to establish an inventory of banks of used or unwanted controlled substances in Nigeria, and set a plan for the collection, transport, and disposal of such substances, including consideration of recycling, reclamation, and cost-effective destruction. UNEP seeks to recruit an international consultant to conduct the nation-wide data collection of an inventory of banks of used or unwanted controlled substances in Nigeria. Based on the data collected, the consultant shall analyze data and prepare a report as mentioned below. The consultant will be engaged by UNEP under the Law Division, OzonAction Branch and will work directly under overall supervision of the Montreal Protocol Regional Network Coordinator of Anglophone Network of Ozone Officers.
Qualifications/special skills
Advanced university degree (master’s degree or equivalent) in engineering or environmental science or related area is required. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree. A minimum of 5 years of progressively responsible experience in engineering, environmental science, or related field. Required. Knowledge of technical issues of ozone depleting substances, experience in the implementation of Montreal Protocol activities and experience in data collection, review and management at the national level HFCs or related substances is an added advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For this Request for: Consultant X Individual contractor position fluency in oral and written English is required. Working knowledge of another UN language is desirable.
